The Centre for Social Sciences and Humanities (CSH) is delighted to invite you to a public lecture by Dr Kishore Singh, United Nations Special Rapporteur on the Right to Education

Followed by a discussion moderated by Prof.dr. Leïla Choukroune

Dr Kishore Singh

Dr Kishore Singh holds a Ph. D. in international law (1977) from the University of Paris 1 (Sorbonne). Fluent in English and French, he has long standing professional experience in the field of the right to education, as a result of the work accomplished by him over the years at UNESCO (till 2009) including collaboration with the UN human rights treaty bodies.He has provided technical assistance to several countries for developing/modernizing national legalisation as part of the EFA process, thus strengthening the foundations of the right to education in national legal systems.

As the UN Special Rapporteur on the Right to Education since August 2010, Dr Kishore Singh has participated in a number of high level fora and public events, and has made statements as well as given key note addresses concerning the right to education. First thematic report presented by Dr Kishore Singh to the Human Rights Council in June 2011 addressed the issues in Equality of Opportunity in Education. His first Report to the UN General Assembly in October 2011 is devoted toFinancing of Basic Education and National Legal Framework, which also contains an update on Right to Education inEmergencies.

Dr Kishore Singh presented to the Human Rights Council in June 2012 his second thematic report on normative action for quality education. In his report to the UN General Assembly (2012), he examined technical and professional education and training from a right to education perspective, with a focus on skill development. The theme of his Report to the Human Rights Council in 2013 was: Justiciability of the right to education and its enforcement. His Report in 2013 to the UN General Assembly is entitled: The Right to Education in Post-2015 Development Agenda. In 2014, Kishore Singh presented his Report on “Assessment of the educational attainment of students and the implementation of the right to education” (A/HRC/26/27) to the Human Rights Council. His Report to the UN General Assembly in 2014 (A/69/402) is devoted to “State responsibility for regulating private providers of education and preserving education as a public good”.

Dr Kishore Singh has also undertaken missions in several countries, and has participated in a number of high level events and activities. He remains engaged in informal consultations with State representatives, international organizations and non-governmental organizations, maintaining close cooperation especially with the United Nations Educational, Scientific and Cultural Organization (UNESCO), with the United Nations Children's Fund (UNICEF) as well as civil society organizations. He has contributed to the development of the right to education in its various dimensions, and promoted its better understanding as an internationally recognized right, and has a large number of publications to his credit in the field of the right to education, to which he has devoted his career.
